Born in St. Vincent and the Grenadines, Foyle moved to the United States as a teenager and played high school basketball in New York City. He then attended Colgate University, where he became one of the most dominant players in the Patriot League. In his senior season, Foyle averaged 20.4 points, 12.3 rebounds, and 5.0 blocks per game and led the Raiders to an NCAA Tournament appearance.
Foyle was selected by the Golden State Warriors with the eighth overall pick in the 1997 NBA Draft.
